Wu Xianmin, representative of the Municipal People’s Congress and Secretary of HZZK High-tech Zone Committee,addressed that, while talking about his experiences after listening to the work report of the municipal government, the development positioning of HZZK High-tech Zone of “building a globally competitive electronic information industry cluster and constructing a domestic first-class high-tech zone” mentioned in the report of this year is very much in line with the actual development and future orientation of Zhongkai. It fully reflects the grand strategic landscape and precise strategic insight of the municipal party committee and government.

　　Wu Xianminexpressed that, in the future, HZZK High-tech Zone will closely focus on its development positioning, further strengthen the concept of “building an industry-oriented Zone and take the project as its priority”, firmly implement the development strategy of industrial clustering, put effort into expanding the total economic volume, improve the quality of development, to create a more competitive industrial system. It will be carried forward mainly from the following three aspects.

　　First, to expand andelevate the effectiveness of industrial project attraction and implementation. Focus on the newly established “5+1” modern industrial system, grasp the trend of industry digitization and digital industrialization, deeply implement a precise investment promotion in industrial chains, continuously strengthen, complement, extend and control chains, accelerate the formation of three 100-billion-level industrial clusters (namely intelligent terminals, ultra-high-definition video display and intelligent energy) and promote the electronic information industry to the high-end. At the same time, we will actively practice the spirit of “public servant” to further guarantee the land utilizing, electricity consuming and other project construction resources in all aspects, deeply implement the service mode “one enterprise, one place, so as to benefit the enterprises and promote the early completion and positive performance of the projects.

　　Second, to expand andelevate the superimposed effect of industrial platforms. Build a high-standard China-Korea (Huizhou) Industrial Park, Guangdong (Zhongkai) Artificial Intelligence Industrial Park and other major industrial platforms, promote the expansion of the Dongjiang Science and Technology Park, Huinan Science and Technology Park, which should as large platforms give play to an important role in driving large projects and achieving significant development. At the same time, some inefficient and old industrial areas will be upgraded, renovated, revitalized and then regenerate new driving forces.

　　Third, to expand andelevate the potential of the modern service industry. Actively seize the major opportunity of the opening of Ganzhou-Shenzhen High-speed Railway, with its Zhongkai Station as the center and the Tonghu Sci-Tech Town area as the focus, to gather and develop modern industries such as high-end manufacturing, headquarters economy, scientific research and financial commercial center, and create a high-end industrial cluster. In the meantime, speed up the construction of the central business axis of Zhongkai Avenue, accelerate the development of modern service industries to make up for the shortcomings, and continuously reinforce the comprehensive strength of industries, so as to lay a solid industrial foundation to an early entry into the first-class high-tech zones in China.
